You may think that French people are just cold and distant. Right, but it's a cultural behaviour, it's not because of you, it's not against you. I guess things change a lot with younger generations, but slowly.
French people also make a big difference between people they work with and friends. In France, a “collegue” is not a “friend”. It's possible, but the cultural rule is to separate work and private life. And it's the same with a neighbour. A typical interaction is the famous “bonjour ça va ?” / “oui ça va”.
Even if you don't feel happy or ok, answer “oui, ça va”.
